The rating leans hardest on what a player actually uses after signing up: the breadth and quality of the game library, the providers behind it, and how the site holds up on a phone, where most sessions now happen. A welcome offer is claimed once and then set aside; a library and a mobile experience are used every time someone logs back in, so they carry more weight here. Licensing and account safeguards are treated as a baseline rather than a bonus score, since a site either meets them or it does not.
